RECORD OF MEETING OF SALHOUSE VILLAGE PARISH PLAN STEERING GROUP

Record of Meeting of Salhouse Village Parish Plan Steering Group held at Jubilee Hall
Thursday 8th June, 2006. The meeting commenced at 7.30pm.

Present: Pat Gallanders (PG) Chairwoman, Malcolm Prestwood (MP) Vice Chair, Andrew Musgrave (AM) Treasurer, Julie Bendy (JB) Secretary, Michael Jordan (MJ) Displays, Gerry Crombie (GC) Displays Deputy, Robert Cooper (RC), Ann Prestwood (AP), Kerry Robbins (KR).

APPROVAL OF MINUTES:
Minor changes were made to the previous meeting’s Minutes. MJ proposed their approval, MP seconded. Minutes approved.

ACTIONS ARISING:
Photographic material
:
MJ has put together a slide show of photos taken from the perspective of a visitor to Salhouse who arrives and departs by train. It shows the network of footpaths, interesting buildings and amenities. Everyone agreed that it would be an excellent exhibit at the Awareness Day. MP, PG and GC have also taken many photos since the last meeting and it was decided to display some with a second slide show which would be captioned. The latter could show areas of Village life which might encourage discussion amongst villagers. PG suggested incorporating up-to-date photos with historic ones. MP said he has put historic photos into his slide show. The rest of the collection can be pooled for use in WG presentations. MJ suggested asking Mrs Coe if she has any old photos which we might be able to use.

Working Group Presentations:
Planning and Conservation: Suggestions were made for the start of the WG process, concentrating on the presentation for the Awareness Day.

Action

  • Arrange meeting to initiate WG process PG, KR, MP
  • Lifelong Learning and Education: Since last meeting GC has sent letter to Salhouse School acknowledging visit and summarising information gained. He has researched prizes for the School art competition; agreement was reached that there would be one winner in each section (prize to value of £12-15) and 2 equal runners up (prizes to value of £4-5). Up to £50 will be made available for prizes to include cost of wrapping and card/certificate.

    Actions:

  • Submit Purchase Order for prizes to AM GC

  • Sec’s note: Prizes have been purchased within budget.

    Mrs Pat Barnes has confirmed that Jubilee Hall is heavily booked, making it difficult to fit in any more adult education classes. Art classes are currently suspended indefinitely, Carole Tims has been contacted re music classes/events and Mrs Ann Metcalfe has provisionally agreed a visit to the Playgroup on 12th June. Other actions will be to obtain brochures for Awareness Day and take more photos.

    Recreation and Leisure: Since the last meeting JB has taken over Chair of this WG. JB and JR met to discuss progress to date. It was decided to approach all those previously contacted but this time with a list of questions tailored to each activity/age group and ask if they would be prepared to discuss the subject further. A meeting of the co-opted members has been arranged for 14th June. GC will research local footpaths past and present and be in charge of WG’s copy of LAMIS. RC will investigate history of playing fields. JB will research history of Jubilee Hall and Village public houses past and present. A full meeting of the WG will be arranged as soon as possible.

    Transport and Infrastructure: No further meetings have been held due to CMcC’s absence but the WG members have continued with their research. CMcC has spoken to PC Taylor re statistics for accidents in the Village. As a result of this meeting PC Taylor has agreed to order 2 rubber strip speed detectors for the Village. The group has continued to put together information for the Awareness Day. MP still has some photos to take eg aircraft and HGVs.

    Community Services: AP has spoken to the Diocesan Office re mobile phone mast for Church. Unfortunately companies prefer to site these in areas of high population. Applications should be co-ordinated with Broadland District Council Planning Department. PG suggested commonality with Transport WG. PG also thought that AP might approach a new resident, who is a paramedic, to help with the PP. AP will follow up display and flip boards for the Awareness Day.

  • Business, Agriculture and Tourism: AM reported a disappointing response to the Business Questionnaire with only 4 out of 18 replies received. A meeting took place between AM, CMcC, PG and Mr Henry Cator. Amongst topics discussed were diversification away from agriculture, use of redundant farm buildings and the provision of a circular walk between the Village and Salhouse Broad. Mr Cator would like to know how the Village views the Broad. He was very positive with suggestions to improve footpaths (he can give land but cannot be involved in the construction) and also has a possible use for the field near the Broad as a Country Park. Plans for the future of Salhouse Hall might include a retirement complex and/or gardens open to the public. All would bring opportunities for employment within the village. As a result of this discussion, AM has also assumed responsibility for tourism aspects in this WG. Awareness Day photos for this group would include Salhouse Hall, Vicarage Farm and the Broad as well as local businesses.

    Sec’s note: All WG Chairs are reminded to send latest hard copy update to JB.

    Village Awareness Day

    AM brought some very interesting maps of the Village. It was felt that these should be displayed at the Awareness Day. GC offered a means of mounting these maps.
    Headline captions were discussed. If anyone needs help with these they should contact MP or PG (copy to JB, PG).
    Display boards will be felt/Velcro backed (16 are available from BDC and possibly 6-12 from Rackheath. Each WG should have at least 2-3).

    Availability on day.

    • PG, JB, MP, MJ, KR, AP, RC - all day.
    • GC available from 2pm, Joy Crombie also available to help
    • AM available until 1pm.
    • Richard Squires (BDC), Janet Peachey (NRCC) will attend (am & pm respectively).
    • David Teager (District Councillor) has also offered to be present.

    Name badges will be required for all members attending the Awareness Day – to include Christian and surname.
    Stationery costs for day - £20.
    Refreshments. WI will provide refreshments of free drinks and biscuits. A decision was made to provide cakes also.

    Sandwiches will be provided for the SG members.

    Publicity. PG would like advertising boards at entrances to Village and also in Jubilee Hall garden. Other sites suggested were Village notice boards, Broad car park, The Bell, Salhouse Garden Centre, Village shop and plant barrows around Village. A notice will be posted on website.

    Maps x 3 are to be provided by Richard Squires at no cost to the PP.

    Questions for Awareness Day to include:-

  • How did you hear about the Awareness Day?
  • What is your post code?
  • Why are you here?
  • How long have you lived in the village?
  • These questions will help open the dialogue. A suggestion was made that there should be a printed questionnaire for those reluctant to engage in discussions.
    PG has acquired some background music for the event.

    · A flyer to be handed out at the door or info board positioned there.
    · Preparation. As much preparation as possible should be done on Friday pm in the Jubilee Hall. Mrs Pat Barnes should be contacted to check availability of hall on Friday afternoon and evening, even if only to use office for storage overnight.
    · On morning of Awareness Day PG and RC will arrive early (8am) to ensure that everything is in place by 9.30am.

  • INFORMATION TECHNOLOGY

    Compass - Village Questionnaire.

    MP has received a third copy of Compass software which is now working well. PG will receive a copy and others will be available.

    2. LAMIS – Land Management Information System. MP has taken delivery of the CD. PG and MP are trialling the disc and it is anticipated that it could be an aid to some of the WGs.

  • Report on potential of LAMIS post Awareness Day PG, MP

    School Fete
    This will be attended by JB, RC and possibly JR as representatives of the SPPSG. The school should be approached to find out if they require a representative from the PP to judge the competition. RC is nominated if required.

    Copies of Record of last meeting will be displayed in Village Hall and The Bell. Ann Shorten has agreed to this for Jubilee Hall. The PP now has its own pages on the village website.

    COMMUNICATIONS BETWEEN SG, WGS AND CO-OPTED MEMBERS.

    Action:

  • All members to copy correspondence to PG, MP and JB and major issues re co-opted members to JB. Financial matters should be discussed with AM………All
  • YOUTH FORUM:
    This is ongoing. The age group most likely to be represented is mid 20’s. It was agreed that this age group would be a good target group for questions regarding affordable housing. WG chairs to research any relevant questions to be put at this venue and send to AP.

    Action:

  • Contact AP with ideas re topics for Youth Forum All
  • WALKABOUT.
    It was decided that this should be deferred until after the Awareness Day. PG stated that this was an opportunity to list features/buildings in the Village considered noteworthy of protection.

    FINANCE.
    AM requires hours worked up to 7th June from all members. These should be submitted to AM by 15th June.

  • Keep a record of all time spent on SG and WG meetings and also formal meetings with WG contacts and submit to AM by 15th June All

    ADDITIONAL ITEMS FOR AGENDA OF NEXT MEETING.
    A photographic record of Awareness Day.
    It was felt that the next meeting should confine business to Awareness Day matters.

    DATES OF NEXT MEETING.

    Thursday, 29th June, 7.30 in Jubilee Hall.
    Possible date for following meeting – Thursday 20th July, to be confirmed.
    The idea was mooted of a de-brief meeting shortly after the Awareness Day as a social event. A decision will be made at the next meeting.
