Record of Meeting of Salhouse Village Parish Plan Steering Group
held at Jubilee Hall on Thursday 18th May, 2006, at 7.30pm.

APPROVAL OF MINUTES:
Pat Gallanders (Chair) asked for any comments or changes to the minutes of the last meeting. GC proposed their approval, AP seconded. Minutes approved.

ACTIONS ARISING:
Photographic material
:
MJ has made no progress so far in sourcing photographs but will try Google and Norfolk County Council overview of village for material. MP suggested NCC library which he has used for village website (acknowledgement of source obligatory). Other sources suggested were Norwich Archives, The Bell’s collection of local photographs and Roy Bullers who co-ordinated an exhibition in the old Village Hall. GC has been taking photos of the village and AM has a 1940 ‘25 inch’ OS sheets of Salhouse. It was hoped that old maps and photographs would lead people into talking about aspects of the village in which they are interested.
The Parish Council has ordered LAMIS software which will enable maps to be produced and copies of discs can be sent to WG Chairs.

Working Group Presentations:

  • Planning and Conservation: No presentation as KR absent but a meeting between PG, MJ and JR has been held to discuss relevant material.

  • Lifelong Learning and Education: Preliminary letters to local schools and Adult Education Dept have been followed up. A visit was made to Salhouse School and teacher Suzi Collins has agreed to help in an advisory capacity. Contact will be made with Jubilee Hall users, playgroup, and Adult Education classes to gather information and a meeting will be held to discuss the next steps. Co-opted members: Joy Crombie, Neil Whitton and Ginny Clarke.
     
  • Recreation and Leisure: A meeting was held to discuss the scope of the WG subjects. It was decided to contact community groups asap and to arrange meetings with them in the future. Letters and emails had been sent out and several replies have been received. Information gathered will be used as a framework for the WG consultation. GC has also taken 50 photographs of footpaths/pavements illustrating condition and will take more photos from Church tower. GC suggested a photographic display at Awareness Day so that people could take a ‘virtual’ walkabout of the village without leaving the Jubilee Hall.

  • Transport and Infrastructure: Contacts have been made with the major providers although a reply is still awaited from ‘one’ Railways. The WG will carry out a traffic survey in the village and put relevant questions to Norfolk County Council re Northern Distributor Route. Items to be included are roads and footpath maintenance, provision of facilities and road safety. Contact will be made with Highways engineers and Norwich Airport will be contacted re increased overflying of village and air traffic patterns. Salhouse School Traffic Plan will also be studied. Utilities and telecommunications companies have been contacted and it is thought that Broadband and mobile phone providers should be included, also TV and radio services for now and future.
    MP noted that one common area with other WGs is Police and it was suggested that one meeting with PC Taylor (or a higher level officer) and the WG chairs would be a good idea.
    A WG meeting will be arranged on CMcC’s return and others will be co-opted onto the group. MP feels that the WG is now in a position to start collecting information. Overlaps noted with other WGs include traffic and vandalism.

  • Community Services: A meeting was held to discuss the subject areas to be addressed by the WG.
    It was decided to co-opt two further members. Service providers were discussed and a list of contacts developed. Important items included health services available at present. Emergency services response times are to be elicited by this group (overlap may occur with Transport and Infrastructure). Recycling will be incorporated into this WG also. Contacts will be made with religious denominations and attempts will be made to find out if the poor access to All Saints Church contributes to the small congregation

    • Business and Agriculture:
      AM has identified 18 commercial businesses (including a radio station) in the village, but has excluded small businesses of only 1 person. After receiving a copy of a business questionnaire from another parish, AM put together a questionnaire and sent it out; to date 2 have been returned. A covering letter also offered a meeting. A request has been made to John Fielder and Trevor Mallett to assist and replies are awaited. AM received a phone call from Henry Cator and a meeting will be arranged to talk about the PP. PG will also attend. The farmers of the land around Station Road have not yet been identified.

    Village Awareness Day – Ideas

    Photographs and Walkabout were discussed earlier in the meeting. Other ideas included Treasure Hunt – perhaps this could be done via the photographs displayed on the day, a video of the village running throughout day, slide show of village’s good and bad points, a model of village and displays to support WGs, display boards behind WGs with banners, maps with pins available for people to mark areas of likes and dislikes together with suggestion box for village comments. Planning for Real, which involves a map on which ideas are marked and people are then asked why they want the change, was discussed but this requires specialised training.

    GC expressed concern that people might not return the proposed questionnaire if they had already given their views at the Awareness Day. PG said that it was important therefore to explain the importance of the questionnaire to people which, together with the WG consultations and Awareness Day discussions, would provide much of the substance of the Parish Plan.

    MP stressed that WG members should have a wide range of questions to ask at the Awareness Day and should purposefully engage villagers in conversation. PG suggested producing a list of topics to ask everyone what they want for their village over next 10 years and their likes/dislikes. Refreshments have been arranged for the day.

    Advertising for the Awareness Day includes signs on sticks required outside Jubilee Hall and the grass verges leading into village. (Thurs and Fri before day).

    Village Questionnaire – Decision on Compass:
    MP told the group that he had investigated two affordable, available software packages, one from Gloucester University and one from Leeds University. Spixworth and Catton parishes had used the Gloucester package and experienced problems. Compass software (from Leeds) is a ’10 user’ licence version enabling several people to analyse the results. It provides up to 400 pre-set questions for selection in addition to questions specific to Salhouse and, when the results are fed back into the software, the data can be displayed as graphs. MP has investigated the possibility of producing our own questionnaire software but feels that it would be too complex. The price of the package has been halved and is now £137.50 +VAT. As support is being reduced for this software Leeds University confirms that they are not aware of any known problems with Compass.

    MP proposed purchase of Compass. MJ seconded and the purchase was approved.

    Competitions
    A formal letter had been sent to Karen Dukes at Salhouse School requesting the children’s participation in the Parish Plan in the form of a competition. She has kindly agreed to this and some classes are already working on drawings of their likes and dislikes in the village. It was felt that we need to know how many classes and the age groups involved. Prizes were discussed and AM felt sure that we could afford suitable prizes such as colouring pencils, book tokens etc. The winners’ works will be displayed at the School Fete on 24th June and it is hoped to display as many entries as possible at the Awareness Day. JB agreed to represent the SPPSG at the School Fete and RC and JR offered to attend if they had no other commitments.

    It was felt that it was too late to organise a photographic competition and disappointment was felt that the Jubilee Hall User Group Promotion event has been cancelled due to lack of support as that would have been an opportunity to publicise the PP.

    Action:
        Find out how School competition is organised ie how many age groups involved and liaise with AM re costings AP

    Sec’s Note:    The School competition will be divided into two categories – Infants and Juniors – and there will 3 prizes for each category.

    Dates of Prolonged Absence

    The importance of members notifying dates of absence over 5 days was stressed as we have a very tight schedule until the questionnaire is distributed.

    School Fete

    This was covered during the course of the meeting.

    WAYS OF KEEPING VILLAGE INFORMED

    The methods to be used are:

    Using PP pages on Website (with record of meetings posted)
    Obtain permission to use Jubilee Hall notice board where minutes can be posted.
    Saga magazine.
    Updates at Parish Council meetings.
    Obtain permission to place copy of minutes in The Bell near daily newspapers.

    Actions:
        Request minutes to be posted in Jubilee Hall AP

    COMMUNICATIONS BETWEEN SG, WGS AND CO-OPTED MEMBERS.

    Action:
    All members to copy correspondence to PG, MP and JB and major issues re co-opted members to JB. Financial matters should be discussed with AM………All

    WALKABOUT.
    It was decided that this could be done at any time, possibly best in early September between the Awareness Day and Questionnaire. A decision was deferred until the next meeting.

    FINANCE – REPORT.
    AM produced the Parish Plan Accounts which were self explanatory. PG had confirmed that the BDC Small Grant application (£500) is being processed and that we have scored enough points to qualify for it. Sally Hoare, BDC, is optimistic that we will receive the grant. AM was optimistic that the accounts would balance.

    AM queried the ‘people time’ costings on the original budget. PG said that we have to justify these notional costs and that members need to keep a record of their time spent on the PP.

    Youth Forum:
    AP said that a meeting, hosted by John Reagan, was being arranged in The Bell at which young people can participate in the PP process. Feedback from WG Chairs, in the form of topics for discussion, is needed.

    Action:   Contact AP within the next week with ideas re topics for Youth Forum All
