RECORD OF MEETING OF SALHOUSE VILLAGE PARISH PLAN STEERING GROUP,
TUESDAY 12TH JUNE, 2007

Record of Meeting of Salhouse Village Parish Plan Steering Group held at Jubilee Hall on Tuesday 12th June, 2007. The meeting commenced at 7.30pm.

Present: Pat Gallanders (PG) Chairwoman, Malcolm Prestwood (MP) Vice Chair, Andrew Musgrave (AM) Treasurer, Julie Bendy (JB) Secretary, Ann Prestwood (AP), Jenny Rose (JR), Robert Cooper (RC), Kerry Robbins (KR), Gerry Crombie (GC), Michael Jordan (MJ) Displays.

Apologies for Absence: Colin McCormick (CMcC), Tim Nelson (TR).

APPROVAL OF MINUTES:
There were no comments or changes to the minutes of the previous meeting. KR proposed their approval, MJ seconded. Minutes approved.

ACTIONS ARISING:

OPEN DAY
Display boards have been returned.
PG visited the WI meeting on 11th June and thanked members for their hard work and support by providing refreshments at the Open Day.
Information regarding volunteers, clubs etc will be displayed on the website and a notice put in Jubilee Hall.
Questionnaire prizes would be distributed to those where names and contact details had been supplied. The list would be displayed on notice boards, on the village website and in the next edition of SAGA the remaining 4 prizes should be claimed before 1 Sept .

WORKING GROUP REPORTS

All members agreed that those who attended were very interested in, and took time to study, the questionnaire results and information displayed.
Everyone who attended said they thoroughly enjoyed the cartoons provided by Anna Jordan.
WG chairs gave their reports and, other than those comments relating to the Questionnaire display, the following points were raised at the Open Day:

Recreation and Leisure.
Footpaths. Peter Jefford, Chairman of Salhouse Parish Council, requested a copy of the information obtained from the meeting with Peter Barber, NCC footpaths.

Play Area/MUGA. Peter Jefford stated that, although he felt that a MUGA might be the way forward, the Parish Council was unlikely to initiate a fund raising scheme. He would, however, like a member of the Parish Council to join any group formed to take the scheme forward.

Mrs Joyce Newstead manned the Volunteers’ table throughout the day. Offers of help and interest in new activities varied in extent.

Planning, Conservation and Environment.
Several queries were raised regarding the future of Salhouse Service Station site, with minimal objection to housing as long as the numbers were contained and the Old Mill building was retained. Some Station Road residents voiced concerns about the Gospel Hall which is to be built there.

Henry Cator explained that he is in discussion with the BDC planning department regarding the development of Salhouse Hall. This could be linked with the development of a small number of properties for affordable housing.

There was some concern about the Wood Green industrial site. Rumours have been circulating that housing could be proposed to replace the Macklow building when its lease expires.

The general consensus regarding housing is that, although no-one wants any more developments in Salhouse, it was recognised that a small amount of affordable housing is needed for the younger generation, to keep the village alive, otherwise Salhouse will stagnate.

The map marking out the different boundaries of Salhouse was the focal point of interest. Most people were not aware of the extent of the Parish or of the difference between the Parish Boundary and Development boundary or their relationship with the Conservation Area. There were no disagreements with the suggested extensions to the Conservation Area that were shown, and all hope to see a review by BDC to include at least choice No 1, and other areas if possible, in the near future. A suggestion was made that this type of map should be on notice boards around the village so that all villagers, as well as visitors, were aware of the different boundaries.

Queries were raised regarding solar panels and tree pruning in the Conservation Area.

Lifelong Learning and Education.
Comments raised included concerns that the proposed new toilet block and new classroom at Salhouse School would not be adequate to cope with increasing numbers of children and it was felt that the proposed work should include provision for permanent buildings to replace all mobile classrooms.

Complaints were received about the overgrown hedges on Lower Street and the problem this affords to schoolchildren walking to school.

Business, Agriculture, and Tourism.
Villagers were very interested in the land ownership plan on display and the proposals for Salhouse Hall. It was decided that a proper record of this information should be made on a map of the Parish. AM was able to discuss issues relating to Salhouse Broad with the new ranger, Toby. His concerns seem to be centred on their Conservation work but he acknowledged that, from a commercial aspect, Salhouse amenities could be advertised better at the Broad car park.

Transport, Highways and Village Infrastructure.
Numerous comments were received which included various transport, speed, traffic and highways issues, noise problems, the NDR, pavements, street flooding/drains and the Parish Plan programme. Other subjects included the Community
Radar Speed Gun, the village paper bank, which has been withdrawn, and the prospect of a proposed extension to Norwich Airport runway. PG has obtained information about runways, flight paths and aircraft heights, which she has passed on to MP and which will be posted on the village website www.salhousevillage.org.uk on the Parish Plan pages.

Community Services. Suggestions included a recycling bank at Wood Green and an escorted cycling/pool transport to school. PCSO Bob Hall enjoyed his contact with villagers and will keep an eye on those issues pointed out to him. There are still problems with transport to Hoveton Medical Centre and some comments about lack of visibility of Neighbourhood Watch. A villager has come forward to be a ‘Volunteer Composter’.

PG noted that all comments about the Open Day were excellent and that, once again, this was achieved by a good team effort. She thanked all members of the SG for their hard work which made the Open Day such a success.

FINANCE REPORT.
AM estimated that the cost of the Open Day would be in the region of £150. The money collected from the sale of cream teas will be handed over to AM.
