RECORD OF MEETING OF SALHOUSE VILLAGE PARISH PLAN STEERING GROUP

Record of Meeting of Salhouse Village Parish Plan Steering Group held at Jubilee Hall on Thursday 15th March, 2007.
The meeting commenced at 7.30pm.

APPROVAL OF MINUTES:
There were no comments or changes to the minutes of the previous meeting. AP proposed their approval, GC seconded. Minutes approved.

ACTIONS ARISING:
Members are reminded to forward PP hours to AM and to continue to notify holiday information to MP/PG.
A projector has been provisionally booked for the Open Day.
Display boards availability to be advised.

Working Group Presentations:
The WGs are now working towards the Open Day and towards the PP Report/Action Plan. On the Open Day,
WG members will need to be informed about their subjects and be able to discuss all topics with villagers. Any gaps in information gathering/debate will be addressed through a survey conducted at the Open Day.

Recreation and Leisure. A meeting was held on 21st February to discuss the main topics for the Open Day and how to display them. GC has produced a suggested format for displays. A request has been published in SAGA magazine asking for Youth Club volunteers to come forward. Meetings will be arranged with outside contacts regarding WG topics and thought will be given to the Open Day and the possibility of offering village groups the opportunity to attend and display their work. Question analysis and comments will be distributed to WG members for their opinions re Open Day issues. The next WG meeting will be April 18th.

Lifelong Learning and Education. Although no formal meeting has taken place GC has discussed the Questionnaire results with each WG member. The major issues to have come out of the Questionnaire are Salhouse School mobile classrooms, traffic issues and provision of Adult Education classes in the village. Many villagers felt that school facilities should be made available for the wider community. The subject of purpose built pre-school accommodation elicited insufficient response to be thought an issue.

Business, Agriculture, and Tourism. Data from the Questionnaire show that most villagers say they support local businesses, would like a farm shop and a better village shop. Provision of more seats throughout the village would also be welcomed. There were surprisingly few comments about Salhouse Broad. AM will arrange further meetings with local landowners and business owners (A and H Cator, Trevor Mallett and Mike Palmer) to let them know villagers’ comments and how they would like to see their village develop. He will also try to contact Mr Smith regarding Station Road footpath. The Open Day display will include photos of relevant sites and lists of villagers’ ideas.

Transport, Highways and Village Infrastructure. A meeting was held on 6th March. The questionnaire analysis and text comments were reviewed and areas of concern highlighted.
Transport issues include:
disabled access on coaches
service gaps in evening bus timetable.

Traffic issues include:
‘hotspots’ at Bell Corner, Lower Street, Norwich Road/Station Road junction and the Muck Lane railway bridge.
Speed in general
Pavement issues such as narrowness, encroaching hedges and lack of pavements.
Aircraft over flying especially from helicopters
Utilities – sewage and flooding problems, electricity power cuts, poor Broadband and mobile phone coverage. Another meeting will be arranged for early April to continue consultation.

Community Services. A meeting has been arranged for Monday 19th March. A WG synopsis will be forwarded and added to the Record as an addendum.

Planning, Conservation and Environment. PG has taken over this WG temporarily in the absence of KR. A meeting was held on 14th March and work will be ongoing amongst WG members to analyse comments from the Questionnaire. A meeting will be arranged with BDC re: housing (Sec’s note: Tues 27 Mar) and contact will be made with the Broads Authority and with BDC Conservation and Planning department. A further WG meeting will take place before the next SG meeting.

PG is analysing the questions concerning ‘Your household, general concerns and communication’ and will extrapolate comments relating to each WG from the ‘likes/dislikes’ questions.

INFORMATION TECHNOLOGY - VILLAGE QUESTIONNAIRE
We have now had 378 questionnaires returned out of 634 distributed
; a return rate of 59.62% and analysis of the results has been distributed to WGs. It will be possible to group results by Post Code if necessary and MP offered other filtering as required by WG chairs. Richard Squires has forwarded a request from Halvergate Parish for a copy of Salhouse Questionnaire to aid their Parish Plan process. There is no objection to this as our own questionnaire process is complete.

SPRING OPEN DAY
The date of the Open Day has been changed to Saturday 9th June, 10am-4pm in Jubilee Hall with access to the hall from 7.30pm on Friday 8th to assemble displays. At present all members of the SG (KR to confirm) are available that day.

Displays. A standard format for the WG displays will be used. The full analysis specific to each WG will be available (in full) on each table but some comments will be edited where names have been mentioned or abusive remarks made. Each WG will select main topics which elicited a major response from villagers. The displays will follow a format similar to that designed by GC and will include a graph or pie chart to illustrate the results of those questions. Different colour text might help to highlight topics. A summary of the comments/suggestions relating to each displayed question will also appear on the sheet. PG would like to see all questions displayed around the room, arranged as before, according to the WG sections.

Photographs from the last Open Day will be used and it may be necessary to provide a few more to illustrate important new issues. Maps will be used again and will include the Parish and Conservation Area boundaries for information purposes and could also include a map showing the suggested extensions of the Conservation Area.

It was suggested that both rooms could be hired to enable additional displays by organisations outside the SG to be set up. All WG members please submit ideas by 25th March as to which groups should be invited to attend. These will be copied to all SG members for comment.

Road safety posters/literature/advertising video footage will be available for display

A similar survey/head count as that used at the Awareness Day will be used to determine numbers of attendees. PG would also like to have a board addressing some of the more negative/misinformed comments made by villagers.

Publicity. SAGA magazine and the village website are being used. Banners will go up for 1 week in March and 1 week in April. Notice boards will also be used. A decision will be made at the end of April as to whether door-to-door flyers will be distributed. The EDP Events section and Radio Norfolk can also be used to publicise the date.

Prize Draw. This will take place at 2pm. Vouchers are still awaited from some donors. There will be a display on the Prize Draw stand acknowledging and thanking donors for their generosity. Villagers will be used to draw prizes and winners.

Catering. The WI will again assist in providing refreshments. Provision of biscuits for villagers, and sandwiches for SG and additional volunteers’ lunches, will be discussed at a later date. The possibility of providing strawberry teas for villagers will also be considered.

FINANCE REPORT.
Finances are unchanged from last month’s report.
Sec’s note: We have now been assured of the remaining £250 from BDC.

ANY OTHER BUSINESS.
MP provided a draft revision of the Parish Plan process timetable which now needs to be integrated with scheduled Parish Council meetings in the late summer, to allow for that stage of the consultation process to proceed. PG asked all members to look at other Parish Plans to identify the best format for the final Report. A template will be produced, in due course, as guidance to WG chairs for their
section of the Final Report.

PG would like to restart Walkabouts and also cover the Station Road route at a busier time. Honeycomb Road and Norwich Road should also be included as a separate route. Dates will be set at next meeting.

Addendum

Community Services WG
A meeting was held on 19.03.07. Analysis of questionnaire results took into account: health concerns, religion, recycling, disabled facilities, policing (including Neighbourhood Watch), community interaction and the library service. The major issues from the above will form the basis of the WG Action Plan. There will be liaison with R & L WG regarding Jubilee Hall, its usage, facilities and capacity to take on new activities.

Thursday 5th April, 1st May, 2007, 31st May, and 21st June at 7.30 in Jubilee Hall.
