RECORD OF MEETING OF SALHOUSE VILLAGE PARISH PLAN STEERING GROUP

Record of Meeting of Salhouse Village Parish Plan Steering Group held at Jubilee Hall on Thursday 19th October, 2006. The meeting commenced at 7.30pm.

Present: Pat Gallanders (PG) Chairwoman, Malcolm Prestwood (MP) Vice Chair, Andrew Musgrave (AM) Treasurer, Julie Bendy (JB) Secretary, Michael Jordan (MJ) Displays, Ann Prestwood (AP), Kerry Robbins (KR), Robert Cooper (RC), Jenny Rose (JR).

APPROVAL OF MINUTES:
There were no comments or changes to the minutes of the previous meeting. RC proposed their approval, KR seconded. Minutes approved.

ACTIONS ARISING:

Working Group Presentations:

Lifelong Learning and Education. GC was absent due to annual holiday but left copies of letters which have been sent to Salhouse School Board of Governors, FOSS and Headteacher, Karen Dukes.

Community Services. AP has been absent due to annual holiday but WG work will now recommence. A WG meeting will be arranged in the near future.

Recreation and Leisure. A meeting was held on 27th September. JR has spoken to Mrs Waterson regarding the difficulties experienced by the parent of a disabled child. Contact has been made with Age Concern who have offered support and advice regarding events for senior citizens but we are still experiencing problems reaching our new contact at Broadland Resource Base. The next meeting will be on 6th November.

Transport, Highways and Village Infrastructure. MP has been away on holiday however work will commence in November on bringing the information together for this group. CMcC has obtained some accident statistics from Highways. PG is working with the Police with regard to highlighting the danger areas in and around the village. A meeting with the police will be arranged when they submit their response. PG has also been investigating the proposed 20 mph speed limit in Cheyney Avenue to see if it could be extended to Bell Corner and Thieves Lane but has been told that this will not be possible, at present. Information gathering regarding Norwich Airport is ongoing.

Planning, Conservation and Environment. A meeting has taken place between KR, Richard Squires (Broadland District Council), and senior members of the Planning Committee to discuss general issues and Supplementary Planning Guidance. A further meeting will be arranged to include more SG members. KR has also attended a Housing Forum in her capacity as a Parish Councillor (report attached), information from which may be useful to the Parish Plan.

Business, Agriculture, and Tourism.. Prior to the meeting PG had approached AM to ask him if he would investigate grants and funding that might be useful for projects arising out of the Parish Plan. A meeting was held with Mr Albie Cator (a record has been attached to the files). AM has also produced a map of Salhouse which details ownership of land in and around the village.

VILLAGE QUESTIONNAIRE

  • Trial Questionnaires. The draft questionnaire was distributed to 7 volunteers to obtain feedback about its content and layout. Five questionnaires have been returned so far and the resulting feedback has been very positive and has resulted in some new questions being added and revision of a few existing ones. The new document will be sent out to SG members for their comments.

  • Final Version. This will have a Youth supplement attached and it was decided that this should be addressed to the under 18 age group. Catton Print needs the final version by 6th November for it to be ready by 20/21 November to be distributed with the Saga magazine. A map of the Conservation Area will be included with each questionnaire.

  • Publicity. SG members authorised PG to implement the following publicity measures: the Parish Plan banner and boards will be adapted and used to publicise the questionnaire and to encourage villagers to return them, A4 posters will be produced and handed out and The Christmas Fayre can be used to encourage questionnaire return.

  • Prize Draw and Admin. Catton Print is looking into the possibility of sequential numbering of the questionnaires to aid the Prize Draw.

  • Online Questionnaires. Efforts are ongoing to see if it will be possible to provide an online version of the questionnaire but, with the limited timescale available and security implications, it may not prove practical.

  • PG will finalise the questionnaire, including the Youth supplement, and send out to all SG members for feedback which should be returned by Thursday next. Similarly a covering letter and instructions on how to fill in the document will be sent out for SG members to comment on. SG members authorised the printing and distribution of the (final agreed) document and covering letter.

    Members expressed preference for a bright colour to be used for the questionnaire cover, possibly yellow or green. FREEPOST will be used to facilitate return and this will be set up in the near future. The purchase and printing of envelopes is also being investigated.

    One prize has kindly been donated. SG members are investigating sources for other prizes. To be discussed at next meeting.

    WALKABOUT.
    Actionable issues arising from the last walkabout have been taken up by the Parish Clerk. Further walkabouts will be discussed at the next meeting.

    FINANCE.
    AM produced a printout of the Parish Plan accounts to date. All figures are within budget. The bill for Jubilee Hall hire has been received.

    Emergency Response Plan (ERP). PG felt that this was possibly a matter for the Parish Council but that information gathered through the Parish Plan process would be helpful. An Emergency Planner who happens to be a resident of Salhouse has volunteered to help and PG will arrange a meeting (for the Parish Council) to include SG members who are also Parish Councillors.

    Supplementary Plan Document (SPD). Broadland District Council Parish Plan guidance includes an explanation of Supplementary Planning which could strengthen the Conservation Area and protect the village. A meeting will be arranged with Broadland District Council to discuss what is involved in the process.

    Workshop. Richard Squires wants to arrange two workshops (at Salhouse and Horstead) in February and PG has agreed to give a presentation, with possible slide show) on the Parish Plan process.
