RECORD OF MEETING OF SALHOUSE VILLAGE PARISH PLAN STEERING GROUP

Record of Meeting of Salhouse Village Parish Plan Steering Group
 held at Jubilee Hall on Tuesday 15th August, 2006. The meeting commenced at 7.30pm.

Present: Pat Gallanders (PG) Chairwoman, Malcolm Prestwood (MP) Vice Chair, Julie Bendy (JB) Secretary, Michael Jordan (MJ) Displays, Robert Cooper (RC), Ann Prestwood (AP), Colin McCormick (CMcC), Jenny Rose (JR), Gerry Crombie (GC).

APPROVAL OF MINUTES:
There were no comments or changes to the minutes of the previous meeting. MP proposed their approval, RC seconded. Minutes approved.

ACTIONS ARISING:

Post Code Information:
Analysis of the post codes of villagers who attended the Awareness Day has been completed and it was noted that all areas of the village were represented with the exception of Dakenham Close, Farman Close, Mallard Close, Vicarage Rd, Warren Green and the outlying areas.

Questionnaire Prize:
Progress has been made with obtaining prizes for a draw based upon unique numbers to be allocated to each Questionnaire. More work is still to be done.

Publicity:
PG will contact the Evening News to generate press coverage for the Parish Plan, as appropriate.

Working Group Presentations:
Lifelong Learning and Education. GC has been absent since the last meeting so there has been no WG meeting. It was decided that future progress in this WG should concentrate on any issues associated with the local school and that information could be gathered by writing to the Governors and to FOSS.

Community Services. Questions for the Young Adults Forum have now been formulated and forwarded to John Regan who will arrange the event. It is hoped that the questions will generate group discussions amongst the participants (several small groups may be organised instead of one large gathering). The questions will be emailed to JB to be attached to the Record. A reply is still awaited from the Broadland Community ‘First Response’ co-ordinator.

A WG meeting will be arranged in the near future.

Sec’s Note: A reply has now been received from the First Response team co-ordinator and an entry made on the Salhouse Village website asking for volunteers.

Actions:

  • Email Young Adult Forum questions to JB. AP
  • Recreation and Leisure. Suzanne Hardy (SH) has joined the WG as a co-opted member and has expressed an interest in helping to form a village youth club but more volunteers will be needed to get it started. Broadland Youth Resources has been contacted re information about youth clubs and a reply is awaited. It was decided to ask Paul Ward, Sports Co-ordinator for Salhouse School, to join the WG (awaiting answer). A WG meeting has been held and co-opted members are continuing to collect information from villagers/organisations. Another meeting is arranged for August 30th.

    Transport and Infrastructure. A WG meeting was held on 24th July. The information gained from the Awareness Day was reviewed and tasks were allocated to WG members. The WG process will continue after members return from summer holidays.

    Conservation and Planning. A meeting was held last week and topics/questions for the questionnaire were discussed. David Teager (DT) was present. Caroline French (CF) has joined the WG as a co-opted member. DT will source information regarding types of housing already present in Salhouse. KR returns later in August and will organise meetings with Broadland District Council Conservation, Planning and Housing Needs departments. An action plan has been started and will be refined at the next meeting.

    Agriculture, Tourism and Business. AM will organise meetings with local landowners, Messrs Smith, Trafford and A Cator.

    PG confirmed that the WG reports are to be completed by the end of November and encouraged members to communicate with each other to avoid overlap of work and duplication of approach to outside agencies.

    VILLAGE QUESTIONNAIRE
    The questionnaire was discussed and work is ongoing to formulate the layout of the document. MP has created a prototype questionnaire but told the meeting that a lot of thought must go into the questions, the order in which they are put and the way in which they are phrased in order to create an unbiased document. When a workable questionnaire is available it will be emailed to members for their views and it was felt that extra meetings should be arranged to ‘fine tune’ the document. A covering letter will be sent out with the questionnaire as well as a separate youth section.

    Enquiries have been made about the Freepost method of return and it is believed that the cost of this should be approximately £150 (less than stamped envelopes).

    Provision of an online questionnaire was discussed but it was felt that security and privacy implications, apart from technical complexity in the time scale, would make this difficult and would also increase support costs.

    The deadline for completion of the questionnaire was discussed. It has to be ready by 20th November to be delivered with the Saga magazine on 24th November. The target date by which the questionnaire should be completed is 6th November as 2 weeks has to be allowed for printing. It was suggested that coloured envelopes could be used to distinguish the questionnaire from other mail or printed envelopes and could be used to attract attention.

    A concern was raised about the extra weight generated by the questionnaire for Saga deliverers. Help will be provided if necessary.

    The Parish Plan banner and boards will be used to publicise the questionnaire delivery and to encourage its return.

    Action:

  • Investigate availability/cost of coloured envelopes JB
  • Sec’s Note: Research into the cost of coloured envelopes has found them to be prohibitively expensive.

  • YOUNG ADULTS FORUM:
    Discussed earlier.

    WALKABOUT.
    This was a productive evening. The walkabout started at The Bell and covered the areas from Hall Drive, Station Road, Muck Lane, Howletts Loke, All Saints Church, and back to Lower Street via the footpath to School Farm. CMcC took notes and the summary will be attached to the Record. A number of items requiring action were noted and PG will look into the feasibility of notifying ‘instant fix’ remedies to the Parish Council, as appropriate.

    The next walkabout is scheduled for Wed 23rd August at 7.15pm, to cover the area from the roundabout on Norwich Road, Cheyney Ave, Thieves Lane and the playing field.

    FINANCE.
    AM is away but no PP monies have been spent this month, other than the cost of Jubilee Hall bookings.

    Members are reminded to forward a record of their PP hours to AM.

    The Parish Clerk agreed to transfer PP funds into in an interest bearing account.

    Action:

  • Keep a record of all time spent on PP business and submit to AM All
  • ANY OTHER BUSINESS.

    The web site, www. norfolkcensusexplorer.net, contains information about Salhouse Parish which may be of use to the WGs.

    The Parish has received a request from Broadland District Council concerning the drawing up of a local emergency response plan, (flooding, power cuts etc) and it is hoped that information gained from the Parish Plan process will help to complete it.
